SRTC hosts Year-end meeting on LPI-EWS project
The SRTC, in partnership with the Bureau of Agricultural Statistics (BAS), conducted the year-end meeting for the research project on “Livestock and Poultry Information and Early Warning System (LPI-EWS). The event was held on December 14, 2010 at Marco Polo Hotel in Davao City and attended by regional executive directors of the three (3) pilot regions of Regions III, IV-A and X and the national steering committee. Also in attendance were prospective pilot regions for 2011, such as Regions VI, VII and XI. The meeting focused on Project Concepts; Broiler and Swine S&O December Issue; Assessment of Expansion in the Pilot Regions; Proposed Budget for BAI and Pilot Regions; and National and regional Workplan for 2011. BAS Director Romeo Recide chaired the meeting with SRTC Director Gervacio Selda, Jr. as emcee.

 

SRTC provides capacity building training for DCS-Sri Lanka
SRTC conducted the training program on National Accounts Statistics and Natural Resource Accounting to technical personnel of the Department of Census and Statistics of Sri Lanka. The training was an off-shoot of the letter-request sent by DCS-Sri Lanka to SRTC under the Statistical Capacity Upgrading Project funded by the World Bank.

The 3-week training started on November 8 and culminated on 26 November. The 20 staff who attended the course were provided an appreciation of the 1993 System of National Accounts particularly, on how accounts of various sectors are compiled, the interrelationships of the transactions measured in the system and interpretations of different national accounts statistics. Resource persons were Ms. Estrella V. Domingo, former Assistant Secretary General of the National Statistical Coordination Board and Mr. Generoso G. de Guzman, former Director of the Bureau of Agricultural Statistics.

 

Input-Output Trainings
The SRTC conducted three training sessions on Basic Training Course on Input-Output Analysis. These were held on October 11, November 5 and November 10, 2010.

The first training was for NEDA Central Office, National Statistical Coordination Board (NSCB), National Statistics Office (NSO), and the Statistical Research and Training center (SRTC). The next two trainings were for NEDA Regional Offices and other line agencies. The first two trainings were held at the SRTC in Diliman, Quezon City while the last one was held in Cebu City.

The undertaking is a Japan International Cooperation Agency (JICA)-assisted Project on the Enhancement of Development Plannng by Utilizing Input-Output Table in the Philippines (JICA-PEDPIO) in partnership with the National Planning and Policy Staff (NPPS) of the National Economic Development Authority (NEDA) and the Statistical Research and Training Center (SRTC). It aimed to mainstream the use of the IO tables for national development plan and programs, specifically as one of the effective tools for policy making and prioritization of investment projects.

 

TCTP Phase 2 conducted successfully
SRTC once again partnered with JICA-Philippine Office in the successful conduct of Phase II Year 2, of the TCTP held on October 4-22, 2010. The second phase further enhance skills and knowledge of the 12 selected officials of the Economic and Public Finance Policy Department, Ministry of Economy and Finance, Royal Government of Cambodia on statistics, econometric analysis, statistical report writing, macroeconomic analysis, fiscal and monetary policies. As in the previous TCTP, notable resource persons were tapped to facilitate the training.

Consultative Meeting with Census of Agriculture and Fisheries (CAF) Data Users Successfully Held
SRTC together with NSO, BAS and NAFC successfully conducted the Consultative Meeting with CAF Data Users on September 24, 2010 at NAFC Conference Room, DA Compound in Quezon City. About 70 participants attended and these are members of the nationwide network of the NAFC, the SRTC-NSO-BAS Project Team and selected data producers and users from government and private sectors.

The meeting is still part of the project “Development of Alternative Sampling Design and Survey Strategies for the Conduct of Census and Agriculture and Fisheries”. Dignitaries who attended were NAFC Acting Deputy Executive Director Noel Juliano; Director Socorro D. Abejo of the Household Statistics Department of National Statistics Office (NSO) who read the message of Adm. Ericta; BAS Dir. Romeo Recide; and Project Consultant Dr. Isidoro David. The consultative meeting briefed the participants on: (i) CAF and its general implementation strategies; (ii) web-based data and publications of NSO and BAS; (iii) the data items of previous CAFs vis-à-vis what is collected in the upcoming census; (iv) data items generated by BAS; (v) proposed data items to be collected through its supplemental modules; and (vi) results of survey on the use and non-use of proposed data items on supplemental modules. Agriculture Secretary Proceso Alcala joined the group briefly to greet the participants and share his thoughts on the program of the new administration on agriculture and fisheries. He also graciously answered questions after his talk. The consultative forum was essential in recommending data items that will be included in the core and supplemental modules and community level survey questionnaires for the 2012 CAF.

 

TCTP Trainings for Union of Myanmar and Royal Government of Cambodia Concluded
The SRTC, in collaboration with JICA-Philippines, concluded two international trainings for selected participants from the Union of Myanmar and Royal Government of Cambodia under the Third COuntry Training Program (TCTP). The Appreciation Workshop on System of National Accounts 1993, held on July 5-9, 2010 at the SRTC was attended by five officials from the Planning Department and Central Statistical Organization of the Ministry of National Planning and Economic Development (MNPED) Union of Myanmar. On the other hand, 12 participants from the Royal Government of Cambodia attended Year 2 of the TCTP for "Strengthening Policy, Research and Statistics Capacity"for Economic and Public Finance Policy Department (EPFPD) of the Ministry of Economy and Finance (MEF). The training was held on July 26-August 20 at the SRTC.

 

SRTC Presents Initial Results of Batangas Wide MDG Project
Executive Director Gervacio Selda, Jr. presented the initial results of Batangaswide MDG Project on August 13, 2010 at the Provincial Capitol of Batangas. No less than the Honorable Governor Vilma Santos-Recto graced the presentation, together with her spouse, the Honorable Senator and former NEDA Director-General, Ralp Recto. The presentation covered 20 municipalities using 14 indicators of the MDG.

The presentation was in line with the project on “Towards Evidence-Based Monitoring, Assessment and Reporting of MDG Progress at the Sub-National Level”, where the main objective is to capacitate the PGoB and LGUs to generate and utilize local level data using CBMS. It was initiated in 2008, at 3 pilot barangays in San Pascual, and jointly undertaken by Provincial Government of Batangas (PGoB), local government units (LGUs) and SRTC/UNDP. Other implementing partners were NEDA Region IV-A, CBMS Network Team, Batangas State University, University of Batangas and DILG Region IV-A. Most aspects of the project for 20 municipalities were completed except final MDG report, while data and reports for the remaining 10 municipalities should be available before the year ends.

 

SRTC Conducts Final Presentation of DSMIS Project
The final presentation for the research project on "Development of Shelter Monitoring and Information System" was succesfully conducted on June 1, 201o at the HUDCC office in Makati.

Ms. Mary Ann Magtulis of the SRTC's Research and IT Division presented the outputs of the project to the HUDCC management and technical personnel. The presentation included: improved housing needs framework and its operationalization, thematic maps on informal Settlers, employment multiplier and estimated jobs generated, registration system for socialized housing beneficiaries, data on land inventory, housing preference and affordability survey, technical proposals for other housing-related research, and other materials of the project.

The final presentation was presided by ASEC Celia S. Alba of HUDCC, who expressed her gratitude to SRTC for assisting their office in the statistics they release. She said that she looks forward to working again with SRTC in future projects.Dir. Jeanette Cruz, also of HUDCC, conveyed her appreciation on the efficiency and perseverance of SRTC in understanding the concepts in the shelter sector, particularly on the improvement of the Housing Needs Framework thatinvolved intensive review of related literature/references onthe matter.

 

SRTC Completes 8 regular and 12 customized trainings
The SRTC conducted 8 regular and 12 statistical courses for the first quarter of the year. This makes SRTC on track of its training schedule as it completed regular trainings on: CBMS Modules 1 & 2; Database Management Using MS Access; Basic Statistical Analysis Using MS Excel; and another one using STATA; Decision-Making with Data; Effective Use of MS Excel and Powerpoint for Statistical Reports and Advanced MS Excel. On the other hand, 12 customized trainings were held namely: Database Management Using MS Excel for DBM; Workshop on Philippine Tourism Statistical Classification System for DOT; Regression Analysis, Statistical Projection and Time Series Forecasting and Simultaneous Equation Modeling for NEDA; CBMS Module 3 for PPDO Bulacan; Poverty Analysis for DSWD; Policy Analysis for Region VIII; Statistics for Project Monitoring and Evaluation for Region XI; and Trainers’ Training on Administration of ARTA Survey and Analysis of Survey Results for CSC.

 

SRTC Enhances Research Project on LPI-EWS
The Livestock and Poultry Information and Early Warning System, a continuing research project of SRTC with BAS, DA-RFU, BAI and LDC, aims to further enhance the methodologies developed during the three phases of the research project “Broiler and Swine Information and Early Warning System” to make it a more responsive early warning system in the livestock and poultry sector. It also endeavors to replicate and expand the methodologies and strategies in the top producing regions of livestock and poultry commodities (Regions III, IV-A and X). SRTC will spearhead the establishment of projects’ regional team counterparts at the pilot regions. Trainings and workshops will focus more on the improvement of the regions’ capacity of maintaining the indicators and forecasting pork and broiler meat situations. Other major thrusts of the research undertaking include: improved data collection methods through ground monitoring and maintenance of early warning indicators; data base enhancement, statistical capacity building, and publication and information dissemination through prints and webpage.

 

Impact of the Implementation of Commitments under the ASEAN Free Trade Area (AFTA), World Trade Organization (WTO) and Other Regional Trade Relations to Domestic Trade Policies on the Swine, Poultry and Feed Grain Allied Industries
The research project seeks to determine and assess the tariff policies under AFTA and WTO in relation to the domestic policies applied to swine, poultry and feed industries. It drew up list of indicators/parameters that served as basis in evaluating the impact of AFTA through time. Interviews and consultation meetings with relevant stakeholders were undertaken, and at the same time, current situation of the local swine, broiler and corn industries were reviewed.

The final output of the study was a research report on the impact study with proposed recommendations to maximize gains and implement adjustment measures for the AFTA implementation. It showed that, in the short run, the future of the local hog and chicken industries remains to be less worrisome.

Moreover, it will take some time to expand capacity, both in terms of exporting meat by AFTA contracting parties and putting up cold storage facilities in the Philippines. The same can be said in terms of investment decisions on creating new capacity to penetrate the Philippine market and accommodate the influx of additional imports into the country. However, in the long run should the effect of trade liberalization be deemed stable and permanent, additional capacity for ASEAN countries to export and for the Philippines to fully take them in may be put in place.

Industry stakeholders, therefore, should formulate a common agenda to immediately address inefficiency concerns in preparation for the possible “full realization” of the AFTA implementation such as (i) Adjustments for Hog and Broiler Industries - Farm-level productivity enhancements& Adequate Infrastructures; (ii) Adjustments for Layer (or Hen Eggs) Industries - Lowering down the entry/exit barriers by at least ‘deregulating’ the importation of Day Old Chicks; (iii) Adjustments for Feed Milling and Corn Grains Industries - Farm-level productivity enhancements & Linkage of corn production to postharvest processing and trading centers.

 

Training for DPRK Delegation on Utilization of Population Data in Development Planning Completed
The SRTC, in coordination with the UNFPA, successfully conducted the training on Utilization of Population Data in Development Planning for selected staff of the Central Bureau of Statistics, State Planning Commission and Ministry of Health of the Democratic People's Republic of Korea (DPRK). Resource persons were Directors Erlinda Capones, and Myrna Clara Asuncion, Donald James Gawe, Arlene Cruz, Nheden Amiel Sarne, Ramon Paul Falcon and Cleofe Pastrana, all from the National Economic and Development Authority.

The training provided a comprehensive understanding of the population and development interaction model, understanding linkages between population and development; how population can be integrated into development planning; and what tools and methods can be used for integration. The participants from DPRK were Director Myong Son Jang, Deputy Director Su Gil Kim; Senior Officials Ryu Gum Han, Chang Sil Ri and Won Ryong Jo.
