SRTC Enhances Research Project on LPI-EWS
The Livestock and Poultry Information and Early Warning System, a continuing research project of SRTC with BAS, DA-RFU, BAI and LDC, aims to further enhance the methodologies developed during the three phases of the research project “Broiler and Swine Information and Early Warning System” to make it a more responsive early warning system in the livestock and poultry sector. It also endeavors to replicate and expand the methodologies and strategies in the top producing regions of livestock and poultry commodities (Regions III, IV-A and X). SRTC will spearhead the establishment of projects’ regional team counterparts at the pilot regions. Trainings and workshops will focus more on the improvement of the regions’ capacity of maintaining the indicators and forecasting pork and broiler meat situations. Other major thrusts of the research undertaking include: improved data collection methods through ground monitoring and maintenance of early warning indicators; data base enhancement, statistical capacity building, and publication and information dissemination through prints and webpage.
Impact of the Implementation of Commitments under the ASEAN Free Trade Area (AFTA), World Trade Organization (WTO) and Other Regional Trade Relations to Domestic Trade Policies on the Swine, Poultry and Feed Grain Allied Industries
The research project seeks to determine and assess the tariff policies under AFTA and WTO in relation to the domestic policies applied to swine, poultry and feed industries. It drew up list of indicators/parameters that served as basis in evaluating the impact of AFTA through time. Interviews and consultation meetings with relevant stakeholders were undertaken, and at the same time, current situation of the local swine, broiler and corn industries were reviewed.
The final output of the study was a research report on the impact study with proposed recommendations to maximize gains and implement adjustment measures for the AFTA implementation. It showed that, in the short run, the future of the local hog and chicken industries remains to be less worrisome.
Moreover, it will take some time to expand capacity, both in terms of exporting meat by AFTA contracting parties and putting up cold storage facilities in the Philippines. The same can be said in terms of investment decisions on creating new capacity to penetrate the Philippine market and accommodate the influx of additional imports into the country. However, in the long run should the effect of trade liberalization be deemed stable and permanent, additional capacity for ASEAN countries to export and for the Philippines to fully take them in may be put in place.
Industry stakeholders, therefore, should formulate a common agenda to immediately address inefficiency concerns in preparation for the possible “full realization” of the AFTA implementation such as (i) Adjustments for Hog and Broiler Industries - Farm-level productivity enhancements& Adequate Infrastructures; (ii) Adjustments for Layer (or Hen Eggs) Industries - Lowering down the entry/exit barriers by at least ‘deregulating’ the importation of Day Old Chicks; (iii) Adjustments for Feed Milling and Corn Grains Industries - Farm-level productivity enhancements & Linkage of corn production to postharvest processing and trading centers.
Training for DPRK Delegation on Utilization of Population Data in Development Planning Completed
The SRTC, in coordination with the UNFPA, successfully conducted the training on Utilization of Population Data in Development Planning for selected staff of the Central Bureau of Statistics, State Planning Commission and Ministry of Health of the Democratic People's Republic of Korea (DPRK). Resource persons were Directors Erlinda Capones, and Myrna Clara Asuncion, Donald James Gawe, Arlene Cruz, Nheden Amiel Sarne, Ramon Paul Falcon and Cleofe Pastrana, all from the National Economic and Development Authority.
The training provided a comprehensive understanding of the population and development interaction model, understanding linkages between population and development; how population can be integrated into development planning; and what tools and methods can be used for integration. The participants from DPRK were Director Myong Son Jang, Deputy Director Su Gil Kim; Senior Officials Ryu Gum Han, Chang Sil Ri and Won Ryong Jo.
