Development of a New Indicator Framework for Economic and Social Impact Analysis (1995) 

 

Abstract

The main objective of the study was to formulate a new indicator framework for the Economic and Social Impact Analysis (ESIA) Indicator System which was relevant to the 1993 - 1998 Medium-Term Philippine Development Plan (MTPDP). The framework consisted of sectoral goals, sub-goals, thrusts, indicators and variables. The development of indicators for monitoring the MTPDP was very important in assessing the achievements or shortcomings of the economic, social and environmental programs and policies implemented during the term period. In addition, the indicator system was an important aspect to the development of the Philippine Statistical System in terms of identifying priority data gaps/requirements. There were 145 indicators in the revised ESIA Indicator System distributed as follows under each sectoral concern: Income (6); Employment (5); Health (2); Population (5); Nutrition (7); Education (4); Housing (1); Social Welfare (1); Macroeconomy (6); Financial and Monetary Sectors (10); External Sector (5); Industry (5); Services (1); Export/Import (2); Tourism (2); Labor and Employment (4); Agrarian Reform (1); Natural Resources and Environment (4); Forest Management (4); Mineral Resources (6); Protected Areas & Wildlife (3); Environment (3); Science and Technology (7); Energy (15); Transportation, (13); Communication/Telecommunication (3); Postal Services (2); Water Resources (2); Flood Control & Drainage (2); Water Supply, Sewerage and Sanitation (3); and Social Infrastructure (11).
