Core Indicators for Population and Development Planning at the Local Level (1998)

Abstract

This technical report is the research output of the POPCOM/UNFPA-funded entitled Statistical Research and Training Components for the Development of a Local POPDEV Indicatory System. This study recommends a list of 109 core indicators for POPDEV planning at the local level. The core indicators will form the integral part of the computer-based system t be installed in LGUs. It should be emphasized that the indicators system is packages as a technical assistance to LGUs, the output of which is recommendatory in nature and adoption is left for them to consider. The core indicators can be viewed as basic indicators which reflect those which are common to most, if not all, initiatives and are highly relevant to their goal and to sectoral concerns. Limiting the indicators to a minimum would pave the way for the use and maintenance of the indicator system by all LGUs. It should be underscored that the databank for these core indicators will be most useful for situational profiling by all localities. It is a subset of the entire databank which the locality may expand for their specific requirements of more detailed situational analysis. Nonetheless, the core indicators can be springboard and the LGUs can opt to add more indicators to the core list and have their “wish” list, when the system is applied to their planning exercise. The comprehensive and integrated list may very well then be their “shopping”list.
