Abstract
In every municipality/city in the country, businesses are required to register before they are allowed to operate. The regularity of information as well as the scope of business permit registration are the reasons for considering business permits as the most important source for the updating of the NSO’s list of establishments, the frame for the establishment surveys. The Development of the Decentralized Registry of Establishment System (DRES) was developed to improve the business permit process at the LGUs and to improve the quality of establishment statistics. The pilot test was undertaken in the business permits offices of the LGUs ( 3 municipalities in Pampanga), using actual registration applications for the year 2002. The 90-day pilot test has fully tested the capability of the system. The test, however, used a very limited volume of data. It is possible that under regular operating conditions, where a much larger number of records is processed, some problems maybe experienced. This includes a possible slowness in processing of requests. It is recommended, that for the central office, the NSO take steps to acquire a more powerful database for use by the NSO DRES.
