Abstract
The methodology employed in the CFES is dependent on the methodology used in the selection of sample units enumerated in the recently conducted Census of Fisheries (CF). The intensive study on the dynamics of data collection in the CF and the assessment of the coverage and content leads to the following final conclusions: (i) there is under coverage in the CF only among small, seasonal operators; (ii) those who are under counted in the CF are expected to contribute marginally to total production; (iii) under coverage may also be attributed to confusion of some concepts, especially those that pertain to operation and ownership; (iv) there is no evidence to suggest massive content error; (v) content errors occur mostly when the respondent in the CF is different from that in CFES; and (vi) for purposes of improving the census count of the number of operators to include especially the marginalized sector, there is a need to adjust the census count possibly using regression estimators with auxiliary information supplied by the CFES database .
