Abstract
The study was ultimately aimed at facilitating the production of statistics on elementary school participation rate and elementary school survival rate for area and periodic requirements in monitoring of goals and programs on education of children. Using past enrollment records gathered from the Department of Education, Culture and Sports (DECS) Region IV Office for Southern Tagalog, the pilot area, the statistical method on regression estimation was found to be a feasible way of filling in data gaps on the requisite variables. A sound alternative for coming up with total enrollment figures for Grade I and for Grade VI for the current school year (SY 1996-1997, for example), if and when there would be incomplete and/or non-submission of district or division records, was by utilizing the regression estimates arrived from the complete and already available records (in this case, SY 1995 - 1996). Such regression estimates were reliable for purposes of a one-school-year prediction of statistics for elementary education. Results of the study are expected to answer the urgent need for generating and disseminating statistics on children’s education. Once these statistical procedures are found practicable, these can be institutionalized by the DECS in its administrative reporting systems in Region IV.
