Development of an Integrated Program for Establishment Inquiries (1992)  

 

Abstract

An integrated program for establishment inquiries was initiated to address major issues and problems resulting from the National Statistics Office undertaking on the Census of Establishments (CE), Annual Survey of Establishments (ASE), Quarterly Survey of Establishments (QSE) and Monthly Survey of Establishments (MSE).  The study was limited to the manufacturing and trade sectors.  The construction of the sampling frame and a system of updating it was presented to cover only duly licenses establishments and/or enterprises.  Making the enterprise also a statistical unit, there was proposed Census of Enterprises and Establishments (CEE), where its linkage with the ASE would be firmly established.  Improvements on the ASE sampling design were introduced for appropriate industry coverage and selection criteria.  Modules of the QSE and MSE were developed to estimated distribution patterns rather than levels for generation of indexes for monitoring the country’s economic performance.   A Special Industry Survey (SIS) was also designed to provide statistics on costs and returns for particular industrial concerns.
