An Assessment of Statistical Manpower in Government, Phases II and III (1996)  

 

Abstract

,A survey was conducted in 1996 primarily to serve as basis for the formulation of a statistical manpower development program for the Philippine Statistical System. Total number of statistical manpower in government was counted at 10,663 as of year 1996: 1,092 in statistical agencies (SAs) and 9,571 in non-SAs;  85% at the National Capital Region (NCR) and 15% at areas outside NCR.  This included not only Statistics degree holders (5%) and those holding statistical positions (41%) but also non-Statistics degree holders but part of statistics-producing units.  Around 26% were graduates of Computer Science / Commerce/ Related Courses; 23% of government statistical manpower had completed or had units in masteral or doctoral degree, that is, of any discipline not necessarily Statistics; and majority in SAs or 14% were graduates of Statistics/ Economics/ Mathematics.  Out of 17% of statistical personnel of SAs being Statistics degree holders, 12% had attained at least a masteral degree.  Based on the 1,026 vacant positions (77 in SAs and 949 in non-SAs), government would still need: 302 Statistics degree holders (270 for bachelors and 32 for masteral), 615 graduates of other relevant courses, and 109 personnel below college degree level.  Knowing that 58% of present government statistical manpower were not equipped with the most basic specialization in Statistics, that is, Descriptive statistics, and that a number of non-statisticians would still be hired, a total of 6,939 who would need to be beneficiaries of statistical training.
