Abstract
Phase I of the project delved on a review of relevant materials, definition of terms, listing of respondents, preparation of dummy tables, and formulation/pre-test/ printing of questionnaires and instructions. This research was aimed at providing baseline data on existing government statistical personnel through a survey to be conducted in 1996. Questionnaires were to be distributed in national government agencies and local government units. The study was in line with statistical manpower planning which requires information on the present stock of statistical manpower in terms of quantity and quality vis-à-vis the requirements of the Philippine Statistical System (PSS). This will give an indication of the overall demand and assessment of specific needs for non-degree training on basic, intermediate and advanced statistics in order to upgrade the competency of statistical personnel in government. Research results can form a basis for the Statistical Manpower Development Program for the PSS. Research findings would also provide documentation for proposed measures to improve the organization of the “statistical bureaucracy” which will ensure better delivery of statistical services in government.
