Alternative Approaches for Collecting Census and Survey Data in Urban High Income Areas (2006)

Abstract

The success of every survey or census undertaking depends heavily on the extent of participation given by respondents. Unfortunately, refusals or the non-participation of households during enumeration remain to be the most common problem during data collection especially in urban high-income areas. The project developed and piloted alternative approaches for the collection of census and survey data in urban high-income households. The project conducted several activities in order to improve the response rates in urban high-income areas. These were the following: (a) Conducted focus group discussions in order to identify the reasons why households in urban high-income areas are hesitant to be interviewed during censuses and sample surveys conducted by NSO; (b) Developed survey instruments that will improve the response rates in urban high-income areas; (c) Tested the practicability, acceptability, and effectiveness of using a web-based questionnaire; and (d) determined the affordable and practicable information dissemination strategies or survey publicity campaign strategies.
